Dr. Masih Bari (formerly Akhbari) is a professional engineer and water resources specialist with two decades of experience leading stormwater, groundwater, and infrastructure projects. He has managed major initiatives for Southern Nevada Water Authority (SNWA), Los Angeles Sanitation and Environment (LASAN), the Los Angeles Bureau of Engineering (LABOE), and numerous utilities, municipalities, groundwater management agencies, and other relevant public and private agencies across California. His work supports California’s goals in stormwater capture and treatment for a sustainable future.
With expertise spanning stormwater design and management, hydrologic and water quality modeling, water resources planning, and regulatory compliance, Masih brings an integrated perspective to every project. He has developed and applied advanced models to evaluate hydrologic performance, pollutant transport, and infrastructure resilience; supported the design of stormwater capture and treatment systems; and guided agencies in obtaining and complying with NPDES permits and performing dilution credit analyses that underpin defensible regulatory strategies.
Beyond California, he has contributed to initiatives ranging from regional to international scales for clients such as the SNWA, the Tennessee Valley Authority (TVA), the National Aeronautics and Space Administration (NASA), and the World Bank.
An accomplished researcher and author, he has published numerous peer-reviewed scientific and white papers, and coauthored two editions of a internationally-adopted graduate-level textbook on groundwater engineering, planning, and management. Masih continues to build on his academic foundation and diverse project experience to help clients address complex water, infrastructure, and environmental challenges—bridging rigorous science with practical, sustainable solutions.
